| 摘 要： | 认为确定评估指标体系的基本原则是，使评估达到肯定成绩、总结经验、改进工作、提高效率的根本目的，并使其具有导向功能、科学性、可行性、满足国家宏观调控要求、评估方法简便易操作等功能；建立包括科研能力、承担课题、研究成果与研究效益等4个方面、26项具体评估内容的评估体系模型。

| Abstract: | The study presented the basic principles of developing evaluating system, which were: reachingthe purpose of affirming achievements, summing up experience, improving work and raising efficiency;making the system rational, feasible, with guiding function; meeting the need of macro adjustment andcontrol; and adopting simple and easy methods. A model of evaluating system was established, which in-cluded four aspects (research ability, task, achievements, and effidency )and 26 evaluating items. |
