| 摘 要： | 可持续发展观是当今世界发展的主流，奥运争光计划的可持续发展是社会主义现代化建设、世界体育发展趋势和深化我国的竞技体育改革、实现2010年远景目标的需要。贯彻实施奥运争光计划必须要有坚实的法律制度，雄厚的经济基础和人才基础作保障。
