| 摘 要： | 运用文献资料法、逻辑分析法梳理了发达国家公共体育资源市场化配置的不同历史阶段背景和政府职能转变的经验,进而概括了公共体育资源市场化配置中政府职能特征、规律和发展趋势。研究认为,各国政府职能转变是伴随着市场化改革同步进行的,主要表现在政府与市场及社会力量在公共体育资源配置过程中的强度不同。建议应立足于我国国情,加快职能转变,实现由"全能政府"向"有限政府"的转化,注意市场的边界与限度;加大政府各部门间协同机制,提高公共体育资源市场化配置效率;强化公共体育资源市场化配置的监管与问责机制,提高监管水平和效力,确保公共体育资源配置真正实现效益最大化、分配公平化。

| Abstract: | By using the method of literature review and logical analysis, this paper combs the background of different historical stages of the market-oriented allocation of public sports resources in typical foreign countries and the practice of government function transformation, and then summarizes the characteristics, laws and development trend of government functions in the market-oriented allocation of public sports resources. The results show that the transformation of government functions is accompanied by market-oriented reform, which is mainly reflected in the different intensity of government, market and social forces in the allocation of public sports resources. Based on China′s national conditions, it is suggested that we should speed up the function transformation, realize the transformation from "omnipotent government" to "limited government", pay attention to the boundary and limit of the market, do something and do nothing;increase the coordination mechanism among government departments to improve the efficiency of market-oriented allocation of public sports resources;We should strengthen the supervision and accountability mechanism of the market-oriented allocation of public sports resources, improve the level and effectiveness of supervision, and ensure that the allocation of public sports resources can truly achieve the maximization of benefits and fair distribution. |
