| 摘 要： | 现阶段＂奥运争光计划＂与＂全民健身计划＂的发展越来越不协调，这主要是两个计划的内、外部构成秩序所造成。因此，对两个计划构造秩序的控制是关系到我国体育发展战略能否实现的关键问题，研究它具有深远意义。

| Abstract: | The development between "the Golded-medal Target Programme for Olympic Games"and "the National Fitness programme "goes far apart and does not coordinate at the present stage. The main cause is out of the inner and outer order of their structures. Therefore, it is the matter of crux to control the order of their structures between the two plans, which concern the realization of the strategy for our national sports development, and it is also has a far-reaching meaning to study. |
