| 摘 要： | 运用文献资料与专家访谈等研究方法,以我国近现代体操不同时期组织管理形态与治理状况为研究对象,发现我国近现代体操经历"皇权统治治理模式—资产阶级教育治理模式—计划经济集权治理模式—转轨时期中心治理模式",其中,治理主体经历了"封建统治者—政府机构—项目中心"的演变;治理结构经历了"断裂的垂直统治—准现代意义的科层管理—高度集权的竖直管控—政协同构的中心管理"演变历程;治理方式经历了"等级统治—科层管制—行政管控—政协同治"的历程;治理效果经历"强大军队—教化新人—奥运争光"的历程。根据演变趋势,认为我国体操治理主体将从单一政府向多元主体发展,治理结构将从上下垂直向扁平网路发展,治理方式将从行政管理向协会自治发展,治理效果将从奥运战略向整体效益发展。

| Abstract: | Using of literature and expert interview methods and taking Modern Gymnastics management and governance as the research object,the paper found that China’s gymnastics has experienced feudal warlord governance,bourgeois education governance,planned economy governance and transition center governance mode. The governance subject has experienced e-volution from the feudal rulers to government agencies,and to project center. The governance structure has experienced the evolution of vertical fracture rule,to Quasi modern bureaucracy management,to highly centralized management consultation with vertical-center management structure. The governance way has experienced the evolution from the class ruling,to bu-reaucratic regulation,to administrative management and to administrative and association management. The effect has experi-enced the evolution from strong military,to education,and to Olympic games. According to the evolution trend,China’s gymnastics will develop from single government governance subject to multi subject while governance structure will witness changes from the vertical to the flat network,changes of governance mode from administrative management to the association of autonomous and changes of governance effect from Olympic strategy to overall efficiency. |
