| 摘 要： | 采用文本分析、内容分析等公共政策研究方法，以联合国2015年后发展议程中的体育议题为逻辑进路，介绍"体育促进世界和平与发展"理念；通过政治学团体理论和公共政策学倡导联盟框架模型，比较分析联合国体系、奥林匹克体系及其在全球体育秩序中的结构与关系，并对全球体育发展政策进行了阐释。研究认为，体育对世界和平与发展的促进是间接且非显性的，但通过体育促进世界发展与社会变革，是现代政治文化赋予体育运动的新内涵，亦是全球体育治理态势的新动向。虽然在组织理念和执行准则层面有所冲突，联合国体系与奥林匹克体系在全球体育公共事务上形成了态度开放、良性竞合的新型伙伴关系。奥林匹克体系拥有体育自治权，并依靠精神感召、规制合谋与利益分享机制，控制着全球体育文化产品价值链。联合国体系借助宏观政策和发展战略倡议领袖优势，通过影响成员国体育公共事务部门，将体育作为社会单元纳入到世界发展蓝图，为新的全球发展目标实现提供动力与支撑。

| Abstract: | The United Nations has organized a set of inter-governmental negotiations on the Post-2015 Development Agenda, in which sportsare important subjects for discussion. This paper reflects on the trajectory of Sport for Development and Peace (SDP) with the method of literature review and text analysis through studying the structure and relationship of Olympic system and UN system in the global sports order with the political theory of advocacy coalition framework and group analysis model. The results showed that SDP was constructed by modern political culture, which revealed new trends of global sports governance. Although there were conflicts with organizational philosophy and others, the UN system and the Olympic system had open partnership in the global sports affairs. The Olympic system relied on spiritual inspiration, regulation conspiracy and benefit-sharing mechanisms insisting on autonomy governance. The UN system had unique advantages in global leadership and strategic policy framework, impacting the world sports order and its operation mechanism, encouraging the Olympic system to integrate sports into the Post-2015 World Development Agenda. |
