| 摘 要： | 采用文献资料法、实地走访调研等研究方法，对农村体育公共服务的体制弊端进行了分析，以期为农村体育公共服务体制改革及治理提供理论参考。研究指出，目前农村体育公共服务体制的现实弊端主要体现为：机构设置"中间大底层小"，基层县、乡镇政府职能弱化；政府权力高度集中，基层乡镇权责失衡；简单套借上级政府机构职能定位，有职能无标准；相关制度法规弹性大，专项规范制度缺乏，基层规范制度不细化等。提出：完善农村体育公共服务管理机构设置，平衡基层政府管理权责，大力发挥非政府机构组织的作用，明确政府管理职能，制定政府公共服务职能标准，加强农村体育公共服务制度法规建设，逐级细化相关制度规范等治理策略。

| Abstract: | This paper analyzes the disadvantages of the system of rural sports public service by means of literature study and field investigation so as to provide theoretical references for the reform and governance of rural sports service system. At present, the institutional organization is not reasonable. Governmental functions at county and town levels have been weakened. The power of the government is highly concentrated. The power and responsibility of grassroots villages and towns are out of balance. The functions are defined while the standards are in lack. The relevant rules and regulations are flexible. There is a lack of specific mechanism. The basic level system has not been refined. To solve these problems, the setting up of the rural sports service management institutions needs to be perfected, the power and responsibilities of the grassroots level government need to be further balanced, and the play of the non-governmental organizations should be further yielded. The governmental management functions and standards should be furthered clarified. The legislation of rural sports public service system should be strengthened. The relevant system standards should be refined. |
