| 摘 要： | 基于有效促进城市体育服务综合体科学发展,采用文献资料、专家访谈、实地调查、归纳分析等方法,对我国城市体育服务综合体的发展模式、问题及推进策略进行研究。研究认为,依据综合体发展依托优势资源不同,可将我国城市体育服务综合体发展模式分为："大型体育场馆"导向型、"三边工程"导向型和"特色体育资源"导向型的发展模式;国内城市体育服务综合体发展存在建设规划不合理、土地供应结构失衡、资金来源渠道单一、管理机制不完善、主题不明确、缺少服务规范和建设标准等诸多问题。在分析国外城市综合体发展模式及其经验的基础上,从制度保障、政策引导、组织协调三个方面提出城市体育服务综合体发展的推进策略,为支撑城市体育服务综合体的持续健康发展提供动力。

| Abstract: | In order to promote the scientific development of urban sports service complex, this paper analyzed its development modes, problems and promotion strategies in China by using the methods of literature study, expert interview, on-the-spot investigation and analysis. The results showed that according to the advantages of different resources, the development modes complex could be divided into stadiums oriented one, trilateral project oriented one and characteristic sports resources oriented one. There were many problems such as unreasonable construction planning, unbalanced land supply structure, single source of funds, imperfect management mechanism, lack of relevant norms and standards, etc. On the basis of analyzing the main experience and development modes in the foreign countries, strategies with regard to system security, policy guidance, organization and coordination were proposed to support the sustainable and healthy development of urban sports service complex. |
