| 摘 要： | 新型冠状病毒肺炎疫情(下文简称“新冠肺炎疫情”)暴发促使我们将人类命运共同体不仅仅理解为一种理论,也使我们对于体育之于人类命运的基础价值有了更为全方位、深层次的思考。通过分析新冠肺炎疫情期间暴露出的体育治理问题,结合现阶段我国成功的抗疫治理经验,以构建人类命运共同体为治理价值基础和终极目标,建议从内外两个层面去改善体育治理,以期顺利推动中国体育改革与发展:(1)精炼内功,将体育相关资源下沉至基层,通过治理关口下移至社区,从而提升社区体育治理能力,促进社区健身服务的提质升级,更好地服务于中国人民,以达到实现保障公民体育权利、增进人民健康福祉的善治状态;(2)精于外交,参与国际体育事务的体育治理定位,提高中国传统体育文化自信,讲好中国体育故事,展示中国体育成绩,形成“官方+民间”的大国体育外交模式,使中国从国际体育体系和秩序的参与者、适应者,转变为改革者和引领者,服务好世界。

China’s Sports Governance Strategy Based on the Concept of a Community of Human Destiny during the Epidemic of COVID-19 |

| Abstract: | The outbreak of the COVID-19(hereinafter referred to as the“new coronary pneumonia epidemic”)has urged us not only to understand the community of human destiny as a theory,but also to make a comprehensive and deep thinking of the basic value of sports for human destiny.By analyzing the problems of the sports governance which are exposed under this epidemic,combining the successful experiences from social governance measures during the anti-epidemic period,considering the value of a community with a shared future for mankind as an ultimate goal,it is recommended to improve sports governance from both internal and external levels with a view to successfully promote the reform and development of sports in China.One is to refine internal skills,putting the sports resources to the grassroots,and treating the community governance as a key step,to enhance community sports governance capabilities,promote the upgrading of community fitness services,and better serve the Chinese people,thereby achieving the realization of protecting citizens’sports rights and improving the health and well-being of the people.The other is to be proficient in diplomacy,participating in the sports governance positioning of international sports affairs enhancing the self-confidence of Chinese traditional sports culture,showing the good side of Chinese sports by telling Chinese sports stories,and forming“official+folk”sports diplomacy mode so as to convert China from a participant or adaptor to a reformer and leader in the international sports system and order then to serve better the world. |
