| 摘 要： | 通过成本和收益分析，认为在高校开办中小学体育教师学历函授教育中，如果追求单一经济目标，会降低对学生的学习质量要求。为提高中小学体育教师函授教育的学习质量，治理的方法是通过改善双方的收益参数，来调整双方的行为选择。
