| 摘 要： | 运用文献资料、逻辑分析等方法,分析社会力量参与全民健身公共服务供给的依据和发展现实,提出实践路径。三维依据:协同理论中的多主体合作提供理论依据,社会力量参与的政策支持提供政策依据,全民健身公共服务高质量供给的现实诉求提供现实依据。分析独立供给型、慈善捐赠型、志愿服务型、合同外包型四种参与类型的发展经验,发现存在参与的范围局限、路径不畅、参与意识不强等问题。实践路径:转变政府职能,扩大参与范围;强化参与意识,完善社会力量自身发展;明确参与路径,完善考核测评机制。

| Abstract: | By using the methods of literature review and logical analysis,this paper analyzed the basis and development reality of social forces participating in the public service supply of national fitness,and put forward the practice path.Three-dimensional basis:The multi-subjects cooperation in the synergy theory provides the theoretical basis,the policy support of social forces participation provides the policy basis,and the realistic demand of high quality supply of national fitness public service provides the realistic basis.This paper analyzed the development experience of four types of participation:independent supply type,charitable donation type,voluntary service type and contract outsourcing type,and found that the participation scope is limited,the path is not smooth,and the awareness of participation is not strong.Practice path:We should transform government functions and expand the scope of participation,strengthen the awareness of participation and improve the development of social forces,and clear participation path,improve the assessment mechanism. |
