| 摘 要： | 运用文献研究法,实地调查法等,具体分析了当前农村公共体育服务的供给现状,发现不同地区的供给主体和供给方式有较大的差别,政府所占比重大于市场,部分地区缺乏政策执行的效率;大部分地区的供给方式较为单一,没有充分发挥市场的作用。作者建议政府要加强与市场组织,个人等的合作,制定更多的优惠政策,放宽民间草根的市场准入条件,加大对村民健康意识的培养,因地制宜地开展体育公共服务,并建立相关监督机制保证农村体育公共服务良性运行。

| Abstract: | Based on the theory of polycentric governance,using the methods of literature research and field investigation,this paper analyzes the current supply situation of rural public sports services,and finds that there are great differences in the main body and mode of supply in different regions.The proportion of the government is larger than that of the market,and some regions lack the efficiency of policy implementation;the mode of supply in most regions is relatively single and not fully developed Play the role of the market.The author suggests that the government should strengthen the cooperation with market organizations and individuals,formulate more preferential policies,relax the market access conditions of folk grassroots,increase the cultivation of villagers’health awareness,carry out sports public service according to local conditions,and establish relevant supervision mechanism to ensure the healthy operation of rural sports public service. |
