| 摘 要： | 沿海地区为我国经济社会发展的重要区域，但地势低平，生态环境极其敏感和脆弱。相对海平面上升已成为21世纪我国沿海地区实现可持续发展面临的重大环境问题，而地面沉降是造成我国沿海地区相对海平面上升的主导和决定因素。为保证地下水资源的持续利用，以实现沿海地区资源、环境、经济和社会的可持续发展，必须对地下水资源进行规划、系统管理、优化开采、人工回灌，走生态化道路。 |

| Abstract: | Relative sea level rising, which is mainly caused by land subsidence, has become a vital environmental problem for realizing strategies of sustainable development in coastal regions of China. The coastal regions, where the land is low and flat and the ecoenvironment is sensitive and weak, are the main areas for economic and social development of China. The sustainable utilization of groundwater resources and the sustainable development of resources, environment, economy and society can be completely achieved in coastal regions of China with the help of scientific planning, systematic management, optimal exploitation and artificial recharge of groundwater resources and with the realization of ecologization. |
