摘    要:针对目前安徽省各地区科技创新能力水平发展不平衡导致经济发展水平差距较大的问题,从环境、投入、产出、效率和绩效等方面构建区际科技创新能力评价指标体系,运用层次分析-熵权法(AHP-EWM)综合评价安徽省各地区科技创新能力发展水平。结果表明:省内区际间科技创新能力存在巨大差异,但资源禀赋类似地区却呈现出一定程度相似性,部分地区科技创新能力综合排名与其分指标排名不匹配,科技创新水平较高地区对周边辐射能力仍较弱,合肥、芜湖、滁州和马鞍山对全省科技创新成果的贡献率最大,基础服务设施是吸引科技创新人才的重要因素。鉴于此,提出安徽省建立科技创新资源共建共享与合作交流平台以及科技创新效率综合评价机制,实施"三管齐下"科技创新人才引培战略,以破解科技创新产出成果偏低和区际间发展不平衡难题,从而推动省内各地区经济高质量协调发展。

Abstract:In view of the unbalanced development of scientific and technological innovation capacity in the level of economic development in Anhui province, this paper constructs an inter-regional scientific and technological capability evaluation index system in terms of environment, input, output, efficiency and performance, and then uses the analytic hierarchy process-entropy weight method(AHP-EWM)to comprehensively evaluate the development level of scientific and technological capability in each region of Anhui. The results show that there are great differences in the inter-regional scientific and technological innovation capabilities within the province, but the regions with similar resource endowments show a certain degree of similarity, the comprehensive ranking of scientific and technological innovation capability in some regions does not match their sub-index ranking, regions with a higher level of scientific and technological innovation still have a weak radiation capacity to the surrounding areas, Hefei, Wuhu, Chuzhou and Maanshan contribute the most to the scientific and technological innovation achievements of the whole province, and infrastructure services is an important factor to attract scientific and technological innovation talents. In view of this,the paper proposes that Anhui should establish a platform for joint construction, sharing, cooperation and exchange of scientific and technological innovation resources, and establish a comprehensive mechanism for evaluating the efficiency of scientific and technological innovation, implement a "three-pronged" strategy for attracting and cultivating scientific and technological talents, in order to solve the problems of low scientific and technological innovation output and unbalanced inter-regional development, and finally promote the high-quality and coordinated economic development of each region in Anhui.
