| 摘 要： | 新型举国体制科研模式是推进关键核心技术攻关、提升自主创新能力的重要手段。广东通过改革创新全省科技计划项目管理体系,探索构建了多主体、多要素、全链条的关键核心技术攻关新型举国体制科研模式,并在科技创新政策制定、科技项目组织实施、科技项目管理服务、科技创新资源统筹配置等方面形成了一些可供借鉴的典型做法与经验,在全国形成重要引领示范作用。但对标科技创新强省和粤港澳大湾区国际科技创新中心建设的新形势新任务和新要求,新型举国体制科研模式仍有一些需要完善的地方,如如何处理好政府与市场、投入与产出、研发与应用、固化与动态之间的关系,如何提升模式的情景适应能力和创新绩效？最后,针对存在问题提出若干针对性的对策建议。

| Abstract: | The new national system research model is an important means to promote the key core technology research and enhance the ability of independent innovation. Through the reform and innovation of the province"s science and technology plan project management system, Guangdong has explored the construction of a multi-agent, multi factor, whole chain key technology research mode of the whole country, and has formed some typical practices and experiences for reference in the formulation of scientific and technological innovation policies, the organization and Implementation of scientific and technological projects, the management and service of scientific and technological projects, and the overall allocation of scientific and technological innovation resources To form an important leading and exemplary role in the whole country. However, there are still some aspects to be improved in the new situation, new tasks and new requirements of the construction of the international science and technology innovation center in Guangdong, Hong Kong and Macao Bay area. For example, how to deal with the relationship between government and market, input and output, R D and Application, consolidation and dynamics, and enhance the situational adaptability and innovation performance of the model? Finally, some countermeasures and suggestions are put forward. |
