摘    要:基于耗散结构理论,对科技人才政策以系统论观点分析,从系统的资源输入、转换、输出和外部环境4个要素构建科技人才政策水平评价指标体系,建立系统熵模型,通过关联熵和运行熵评价系统内部结构的有序性和系统运行的有序性,并选取山东省为例进行实证分析。研究表明:2010—2019年间山东省科技人才政策系统关联熵先增后减,系统内部结构有序性呈现阶段性特征;运行熵逐年下降,系统运行呈现持续有序化的发展状态。在此基础上,从健全科技人才开发政策、完善科技体制机制和落实科技人才政策3个方面对山东省科技人才政策发展提出建议。

Abstract:This paper introduces the theory of dissipative structure, analyzes the policy of science and technology talents from the viewpoint of system theory, and establishes a system entropy model. Using correlation entropy and operating entropy, an evaluation index system is constructed from the four elements of the system''s resource input, conversion, output and external environment to evaluate the orderliness of the system''s internal structure and system operation.. This paper selects Shandong Province to conduct empirical analysis. The research shows that during 2010-2019, the relevant entropy of the Shandong Province science and technology talent policy system first increased and then decreased, and the internal structure of the system showed periodic characteristics; the operating entropy decreased year by year, and the system operation showed continuous improvement. The state of development of order.On this basis, suggestions are made in the three aspects of scientific and technological talent development policy, scientific and technological system and mechanism, and implementation of scientific and technological talent policy.
