| 摘 要： | 居家养老服务的目标是提高老年人的生活和生命质量，不仅是给予老年人生活、健康照料和精神慰藉服务，还要通过维护和提升老年人的自理能力和社会参与能力，全面保障老年人生理、心理和社会功能的完好。居家养老服务的模式应当是政府主导下，老年人为责任主体、市场和社会组织运作的竞争性市场。该模式以自理模式为理论框架，通过委托第三方完成需求评估的基础上．引入市场竞争满足老年人差别化、个性化的需求，运用自理教育和赋权等措施激发老年人的主观能动性．最大程度地帮助老年人实现自理，使老年人在寿命延长后生活仍然充满意义并且有所作为。

| Abstract: | the main task of home-based care system is to improve the living Conditions and life quality of elderly, not only give them service on general fitness and care spiritual comfort, but also maintain and promote their self-care and public participation ability to fully protecting their physical, mental and social well-being in complete state. The target of this system should be a competitive market, which is dominated by the government and run by markets and social organization with elderly as main body. Based on Orem＇s self-care mode, this target introduced market competition to satisfy the differentiated and personalized needs of the old on the basis of needs assessment completed through a contracted third party, and use measures such as education and empowerment to inspire the initiative of the elderly, which is serve to help the elderly responsible for themselves to ensure their extended life still meaningful as well as achieving. |
