摘    要:为响应“十四五”规划及2035年远景目标关于坚持创新驱动发展、科技自立自强的号召,本文针对影响我国科技发展的“卡脖子”技术短板的甄选问题开展研究。基于专利视角,构建了分析框架对“卡脖子”技术短板进行甄选。本文规划了由宏观到微观的分析路径,设定了宏观分析的技术短板差距度评测模型,构建了微观分析的技术—功效—机构的三维分析模型,并以光刻机领域为例展开实证研究。结果证实,本文提出的针对“卡脖子”技术的分析框架具有一定科学性、实用性,可为国家相关部门、高校、科研单位以及企业提供方法借鉴。

Abstract:In response to the call of the 14th Five-Year Plan and the 2035 long-term goal of insisting on innovation-driven development and self-reliance of science and technology,this paper conducts research on the selection of shortcomings of the"blocking the neck"technology that affects the development of science and technology in China.Based on the patent perspective,an analysis framework was constructed to select the shortcomings of the"blocking the neck"technology.This paper has planned the analysis path from macro to micro,set up the evaluation model of technical shortcomings of macro analysis,constructed the three-dimensional analysis model of technology-function-organization of micro-analysis,and took the field of lithography machine as an example to carry out empirical research.The results confirm that the analysis framework for the"blocking the neck"technology proposed in this article is scientific and practical,and can provide methodological reference for relevant national departments,universities,scientific research units and enterprises.
