| 摘 要： | 目的/意义]深入分析和准确把握美国智库对“数字丝绸之路”的认知,既能为研判美国对“数字丝绸之路”的舆论倾向和政策走势提供必要的条件,同时也能为中国在新时代顺利推进和实施“数字丝绸之路”提供重要的启示。方法/过程]选取美国4家权威智库作为分析样本,对其发布的9份具有代表性的研究成果进行考察。结果/结论]研究分析表明,美国智库对“数字丝绸之路”的认知趋于负面和消极,反映出美国深刻的冷战思维和意识形态偏见,以及为维护自身霸权私利的现实利益需求。美国智库的负面认知将影响美国政府的政策实施,影响世界其他国家对倡议的理解,阻碍了“数字丝绸之路”的顺利推进。对此,我国应辩证地看待美国智库的认知,加强“数字丝绸之路”的国际话语体系建设,增进中美两国间的战略沟通和对话,加强对沿线风险与预警等问题的研究,促进与沿线国家间的多元化合作,推动“数字丝绸之路”在新时代行稳致远。

| Abstract: | Purpose/Significance]It not only provides necessary condition for the study and judgment of American public opinion trends and policy trends on the"Digital Silk Road",but also provides important enlightenment for China to smoothly promote and implement the"Digital Silk Road"in the new era,that we deeply analyze and accurately grasp American think tanks'perception of the"Digital Silk Road"initiative.Method/Process]Four mainstream American think tanks are selected as analysis samples,and nine representative literature on"Digital Silk Road"released by them are analyzed.Result/Conclusion]Research shows that American think tanks'perception of the"Digital Silk Road"tends to be negative,and it reflects American deep Cold War mentality and ideological prejudice,as well as American interest to safeguard its hegemony.American think tanks'negative perception will affect the implementation of American government's policies,influence the understanding of other countries,and hinder the smooth progress of"Digital Silk Road".In this regard,China should take a dialectical view of American think tanks'perception,strengthen the construction of the international discourse of"Digital Silk Road",increase strategic communication and dialogue with America,strengthen research on risk and early-warning issues,and enhance diversified cooperation with countries along the route to promote high-quality development of"Digital Silk Road". |
