| 摘 要： | 目的/意义]从政策法规的角度,调查荷兰政府开放数据的政策支持和法律保障,为我国政府开放数据提供参考。方法/过程]利用文献调研和网络调研的研究方法,以荷兰为例,通过对文献资料和网站内容的调查,获取一手资料分析荷兰政府开放数据政策法规的形式和内容,阐述荷兰政府开放数据政策法规的进展,梳理政策意义、政府开放数据原则、政府开放数据标准、政府数据发布流程、政府开放数据的范围,并在此基础上分析荷兰政府开放数据的政策法规特点。结果/结论]提出完善开放数据标准、深化政府数据开放理念、加强组织保障、制定统一的指导方针、建立政策和法律相互支撑的制度保障体系、关注政府数据开放利用的建议。

| Abstract: | Purpose/Significance]From the perspective of policies and regulations,this paper investigates the policy support and legal guarantee of the open data in Netherlands,in order to provide a reference for the development of open data in China.Method/Process]Using the research methods of literature review and network research,this paper takes Netherlands as an example,accesses to the first-handed materials from literature and discusses the form and content of policies and regulations of government open data in Netherlands,and expounds the progress of policies and regulations of government open data in Netherlands.The research sorts out the policy meaning,principle of open government data,government open data standards,government data release process,scope of the open government data,and analyzes and summarizes the characteristics of policies and regulations of government open data in Netherlands.Result/Conclusion]This paper puts forward some suggestions,such as improving open data standards,deepening the concept of open government data,strengthening organizational guarantee,formulating unified guidelines,establishing an institutional guarantee system where policies and laws support each other,and paying close attention to the open use of government data. |
