| 摘 要： | “创造性资产”是一个国家通过发展而创造和培育的资产。本文应用模糊综合判断建立了一个基于“创造性资产”的引资国投资环境评估模型：第一,建立基于“创造性资产”的投资环境评估指标体系;第二,根据模糊综合评价以及给出的指标体系,建立投资环境评估模型;第三,确定用模糊综合评价法对投资环境进行综合评价的步骤;最后,用一个例子说明模型的运用。引资国通过投资环境的自我评估,明确区域的地位、优势和不足,采取有效措施增加“创造性资产”,创造和培育引资的区位优势,对吸引跨国公司投资具有重要意义。

| Abstract: | The so-called "creative assets" means those advantages that are created during long period of development not nature resources and endowments of introduction-capital country. A model of investment environment evaluation of "creative assets"-based of introduction-capital country was established basing on fuzzy comprehensive evaluation (FCE). First, the target system of FCE is set up, covering human resources, market potential, facilities for obtaining capital, developed infrastructures, cluster of enterprises, system and managerial mechanism; second, a model of environment evaluation is built basing on FCE and given target system; finally, defines the FCE steps. Moreover, an example is taken to explain the method. It is significant for introduction-capital country to carry self-evaluation, which will clarify advantages and disadvantages, and spur to increase "creative assets" to attract TNCs' FDI. |
