| 摘 要： | 本文从产业集聚与区域创新发展的关系切入，基于核心能力理论提出了区域核心能力的概念框架，并用这一框架对海淀区区域核心能力的构建及发展进行了案例研究。经过理论和实践的分析，我们认为，区域创新发展的关键是以产业集聚发展为核心的区域核心能力的形成。由于这一过程不是一个完全自发的市场行为，所以，政府的制度供给在其中是一个重要的影响因素。

| Abstract: | Viewing from the relationship between industry cluster and regional innovation, we put forward the concept framework of regional core competence based on the core competence theory. By this framework, we conduct case study on the building and development of the regional core - competence in Haidian District. Through the theoretic and practical analysis, we think it is the key to regional innovation that forming of regional core competence based on the industry cluster. Because of market does not spontaneously realize the development process of regional core competence, institution supply by government becomes an important influent factor. |
