| 摘 要： | 信息资源的有效配置是建设创新型国家和实现自主创新的根本保证。本文根据各创新主体对信息资源的不同需求,制定了具体的信息资源配置战略目标,对整个目标体系进行了合理控制和定位。以此为基础,进一步构建了面向国家创新的信息资源配置模型,明确了模型的组成要素、层次结构、基本功能和运作规律,从宏观层面促进了面向国家创新的信息资源配置的顺利进行。
