| 摘 要： | 调查分析表明,创新资源低效配置的原因是科技基础条件建设没有纳入政府科技发展规划、研发管理体制条块分割等。技术经济分析认为,他人对仪器设备的使用不会使购置仪器设备的研发项目的效用降低,政府部门资助项目经费购置的仪器设备属公共资产。本文提出仪器设备的经济辐射半径、技术辐射半径和空间布局价值工程分析公式,为创新资源空间布局提供依据。为有效配置创新资源,必须建立区域创新资源共享网络系统。

| Abstract: | According to the investigation on the regional innovation system, it is believed that the reasons for inefficient allocation of innovation resources are:the construction of R&D infrastructure is not embraced in the governmental program of science and technology. Second, the R&D management system is not suitable for the rational allocation of innovation resources.The R&D instruments and equipment purchased by the R&D projects aided financially by the government are public properties. For the sake of efficient allocation of regional innovation resources, this paper makes a study of the economic radius, technological radius and function value of devices in the regional innovation system and suggests the establishment of publicly shared systems of R&D infrastructure. |
