科学基金绩效报告与绩效问责——美国NSF的的叙事分析

摘    要:通过对美国国家科学基金会(NSF)绩效报告的叙事分析,展现了其来由和历史变化,提炼出对国家自然科学基金委员会绩效评估与绩效管理的启示。分析表明,NSF从成立初期就实施了年度报告制度,近年来面对着外部环境的变化和众多利益相关者的问责,其绩效报告不断发生着变化;对2006~2008连续三年绩效报告的比较发现,NSF绩效报告形式有简洁且系统的趋势,绩效评估的内容与战略紧密挂钩且更加关注实现结果的过程,绩效信息整合程度和可读性等呈现出进一步增强的趋势,进一步突出了对NSF的问责。结合上述分析给出了关于国家自然科学基金绩效评估和绩效报告的思考。

Abstract:The paper made a narrative analysis of National Science Foundation(NSF)'s performance report in order to illustrate the origin and history of performance reporting by NSF,as well as providing recommendations to performance evaluation and management of National Natural Science Foundation of China(NSFC).It was found that there has been annual report system since NSF was founded,whereas the report system was changing according to external environmental change and multi-accountability from stakeholders.The analysis showed that performance reporting by NSF tended to be laconic and systematic,and evaluation focused on strategy and process targeted results,also performance information integration would improve the performance availability and public accountability.Finally,we got some recommendation for NSFC's performance evaluation and reporting from this study.
