| 摘 要： | 网络影响力是电子政务绩效评估的重要组成部分。本文在利用层次分析法建立政府网站网络影响力评价指标体系的基础上，对我国32个省级政府门户网站的网络影响力进行了测评。并以上海市为例，测定了其所属行政部门和区政府网站的网络影响力。根据测评结果，我们发现目前仍然存在重建设轻利用的问题。

| Abstract: | Web impact is an important component part on evaluating performance of E - Government construction. The web impacts of thirty - two E - Government portals of provinces in China and seventy services of Shanghai are measured on the indices founded on analytic hierarchy process. The results make us know that E - Government information resources have not been utilized effectively. |
