| 摘 要： | 区域性电子政务的建设不仅是信息化发展的需要，而且是政府管理的重大变革，其中基于资源共享的区域性电子政务的技术构建是一个重要的现实问题。本文通过对实施的分析，讨论了网络—资源—软件支撑的整体开发模式，并从中引发出对一些基本问题的思考。
