| 摘 要： | 近年来,在经济发展方式由强调增长的速度向注重发展的质量转变的新常态下,城市土地的集约利用成为其重要手段之一。各地也相继出台相关政策,这些陆续颁布的政策的效率如何,对城市土地进一步集约利用以及实现上述“转变”起到至关重要的作用。本文首先阐释了从政策内容出发对其进行量化的方法;然后在对城市土地集约利用进行综合评价的基础之上,结合政策量化结果,构建城市土地集约利用政策效率指数;最终评价了2004-2012年间南京市城市土地集约利用政策效率。结果表明：①从政策内容出发的量化方法能够较全面地对政策进行量化,并且能直观地反映出政策效率评价的结果;②南京市在研究期内城市土地集约利用政策效率整体上呈现出波动上升趋势,今后在政策制定方面需要注意连贯性和整体的协调性。

| Abstract: | In recent years,the economic development mode in China has changed from emphasizing growth rates to focusing on the quality of development. This model is known as the ‘new normal’. Intensive utilization of city land is one of the important means of that change. Various places have also promulgated relevant policies,the efficiency level of these successively promulgated policies plays a crucial role in the development of city land intensive utilization. It is necessary to have a clear grasp of policy efficiency. In order to carry out specific and quantitative analysis of policies in the evaluation of policy efficiency,we begin by explaining the quantitative methods of city land intensive utilization policy from the policy itself. Then,based on the comprehensive evaluation of city land intensive utilization and policy quantization,we build an index of efficiency for city land intensive utilization policy. For our case study of Nanjing,China we found that the quantitative method based on the content of the policy including policy power,policy measures and policy goals can quantify policies comprehensively and directly reflects the results of the efficiency of city land intensive utilization policy. In addition to fluctuations in individual years,the efficiency of Nanjing city land intensive utilization policy is increasing. The overall coherence and coordination in policy making requires further attention into the future. |
