南水北调中线工程水源区生态补偿标准研究——以生态系统服务价值为视角

摘    要:生态系统服务价值评估能为确立生态环境保护激励机制和完善流域生态补偿机制提供重要的理论依据与数据支撑。本文基于南水北调中线工程水源区2002-2010年的土地利用变化分析,全面评估了水源区生态系统服务价值及其动态变化情况,据此确立了生态补偿的上限标准和分摊机制,并尝试根据生态服务功能和动态价值变化确立生态补偿支付标准。结果表明:南水北调中线工程水源区2010年生态系统服务总价值为2 724.56亿元,比2002年减少了125.38亿元;南水北调中线工程受水区生态补偿上限标准为46.12亿元/a,其中中央政府为18.45亿元/a,受水区地方政府为27.67亿元/a;生态补偿支付标准中央政府为7.1亿元/a,河南、河北、天津和北京分别为4.26亿元/a、3.93亿元/a、1.12亿元/a和1.34亿元/a。本文最后建议改革现有南水北调工程水价机制,继续加大生态补偿中央纵向转移支付,逐步建立生态补偿横向转移支付机制。

Abstract:Ecosystem service evaluation provides a theoretical basis and data for establishing ecological compensation mechanisms for ecosystem protection. Through identifying land-use categories of the Water Source Area of the Middle Route Project(MRP)of the South-North Water Transfer Project(SNWTP)in Province/region,China,here we estimate the value of ecosystem services and dynamic change characteristics in a water source area. Based on the Pearl growth curve we establish reference standards of ecological compensation and establish payment standards for ecological compensation according to the function and dynamic values of ecosystem services. Results show that the total value of ecosystem services of the water source area was 272.456 billion CNY in 2010 and compared to 2002 declined by 12.538 billion CNY. The value of ecosystem services in ascending order were forest,farmland,wetlands,water and grassland. The value of forest ecosystem services accounted for 82.08%,and only 0.39% of grassland. Regarding ecosystem service function,water conservation,biodiversity conservation and climate regulation contributed the most value to ecosystem services. The reference standard of ecological compensation for the research area was 4.612billion CNY;central and local governments were 1.845 and 2.767billion CNY,respectively. The annual payment standards of ecological compensation for the central government and local governments of Henan,Hebei,Tianjin and Beijing were 0.710,0.426,0.393,0.112 and 0.134billion CNY respectively. We recommend that the central government increase general transfer payments,and local government should establish a mechanism for lateral transfer payments.
