摘    要:土地是重要的资源和资产,也是我国宏观调控的重要手段之一。我国明确要求工业用地必须采用招拍挂方式出让,即市场化配置。但实践中,部分地方政府为招商竞争等原因而实行低地价政策,将地价定位于工业用地最低保护价,"多地一价"现象普遍,致使工业用地市场流于"有形",势必影响土地市场的健康发展。本文以江苏省为例,结合市场机制进行工业用地市场化分级,以土地市场交易平均地价为自变量,采用主成分分析法提取地价影响因素,运用多元线性回归法构建地价模型,通过测算地价、交易均价、最低保护价的比较分析,得到以下结果:①三类地价总体格局相当,由南至北呈"高-低-高"的格局,形成以环太湖为主高点、邳州市等为次高点和宿迁为谷地的区域分布格局;②工业用地市场受最低保护价政策影响较大,偏离土地利用实际情况;③1级、2级、3级市场交易均价分别为测算地价的107%、108%、85%,说明在非有效市场环境下地价平均偏低了15%;④1级、2级、3级市场最低保护价分别为测算地价的97%、95%、85%,表明如与2级县市相当,3级市场最低保护价至少可以提高约10%。
