| 摘 要： | 党的十六大提出了创建学习型社会的奋斗目标。本文在界定了个体学习、组织学习和社会学习等三种学习过程的基础上,从国家创新系统的视角,分析了学习型社会的概念和特征,提出了创建学习型社会的措施。 |

| Abstract: | The sixteenth national congress of CPC has set the striving objectives of building a learning society. This paper defines the three learning processes of individual learning, organizational learning and social learning. It also analyzes the concept and characteristics of learning society from the view of national innovation system. At last, it puts forward the concrete measures to establish learning society. |
