| 摘 要： | 对比了网络治理的三种模式(SG、NLO和NAO),提出NAO在纵向层次上能够实现代理人的广泛权威性,横向上有紧密的利益相关者关系,从而能够保障公共危机治理的执行力和目标一致性。提出公共危机的NAO程序包括网络关系构建、目标设定与职责划分和战略决策三个阶段,其中战略决策是一个多目标问题,Composite Pro-gramming模型可以实现定性指标的排序和方案选择。

| Abstract: | This paper proposes that NAO is a suitable mode for public crisis governance based on comparing three modes(SG,NLO and NAO) of network governance.NAO is widely executive for the broker’s authority and goal-oriented for the tight relationship of stakeholders.It develops three stages for governance process: network relationship contribution,goal set and segregation of duties,and decision-making.The decision-making is multi-objective.Composite Programming model can achieve the sort of qualitative indicators and options. |
