能源密集型行业碳排放权总量分配两阶段决策模型研究

摘    要:基于EU ETS碳排放权交易体系,构建了能源密集型行业碳排放权总量分配两阶段决策模型,并根据天津市碳排放权交易现状,选取石化行业进行模型算例。研究得出:碳排放权总量不仅与企业排放参数相关,同时受到碳排放权价格影响;同质企业市场下,碳排放权总量受碳排放权价格均值影响较大,与价格波动无关;单个企业碳排放权总量受企业减排技术成本因子影响较大,受碳交易市场价格总量系数影响相对较小。

Study on Decision Model of the Two-Phase Distribution for the Total Carbon Emission Allowances in Energy-intensive Industries
Abstract:Based on EU ETS carbon emission allowances trading system,this paper built the model of the two-phase distribu-tion for total carbon emission allowances in energy-intensive industries. According to the status of carbon emissions trading in Tianjin,the petrochemical industry is selected to calculate the model. Results show that the total amount of carbon emis-sion allowances is affected by both emission parameters of enterprise and price impact of carbon emission allowances. Under homogeneous enterprise market,the total emission allowances is impacted by prices of carbon emission allowances greatly, regardless of price volatility. The single enterprise total carbon emission allowances has a greater impact in cost factor of en-terprise abatement technology than total price coefficient in carbon trading market. More effective decision basis will provide for the total amount of carbon emission allowances in the carbon emission allowances trading.
