| 摘 要： | 对科技成果进行评价，有利于促进科技资源的优化配置，有助于促进经济的发展。文章从评价主体、评价客体及评价中介（评价标准、方式、程序等）基本要素入手，全面比较、系统的分析了国外科技成果评价与我国科技成果评价的起源、评价机构和评价特点，能较为清楚地发现我国现行科技成果评价存在的问题，从而有针对性地给出我国科技成果评价制度的改革对策。

| Abstract: | The evaluation of scientific and technological achievements helps to promot the optimal allocation of technological resources and economic development. In this paper, the basic elements of the evaluation subject, object and intermediary object （including evaluation criteria, methods, procedures, etc.） are analyzed, a comprehensive comparative and systematic analysis of foreign S＆T achievements evaluation is giver, the origin of S＆T achievements evaluation, evaluation agencies and evaluation characteristics in China are also described. Problems in current S＆T achievements evaluation are found, and several points of reform measures are put forward. |
