| 摘 要： | 科研院所创新文化包括创新的精神文化、制度文化和物质文化,制度文化是处于核心的精神文化和浅层物质文化之间的中间文化,是实现科学创新目标的保证。在科学创新诉求下,作为创新文化建设重要组成部分的制度文化建设,应该从基本保障制度、学术交流机制、人才制度、评价体系和奖励制度等方面进行重构和完善,从而营造良好的科研氛围。
