| 摘 要： | 20世纪70年代以来,国际体系结构及全球安全结构朝着稳定与和平的方向演进,为地方政府国际行为的展开提供了重要的拉力;和平与发展成为时代主题,随着公共管理运动的进行,权力下放成为央地关系最重要的表现形式,为地方国际合作注入了重要的推力;跨国资本利益实现方式地方化,使地方政府在本地事务中面临更加复杂的问题,借助两种资源、开拓两个市场成为地方政府利益最大化的必然路径。

| Abstract: | Since the 1970s,the international structure and the global-security structure are changing along a stable and peaceful way,peace and development become a theme of the times,with the movement for public administration, decentralization became the most important manifestation to the relationship between the local and central government,the way to achieve the interests of transnational capital become localized,these there factors provide the most important power for the local governments’ international behavior. |
