| 摘 要： | 在科学技术飞速发展、人类社会向知识经济时代迈进的今天,科技安全在国家安全体系中的地位越来越重要,科技安全水平已经成为衡量一个国家综合安全水平的重要标志。系统研究了国家科技安全战略管理的有关理论问题,包括国家科技安全战略、科技安全规划与计划、科技安全政策与法规、科技安全战略实施与评估等。

| Abstract: | As development of science and technology and advance of mankind society toward knowledge economy, science and technology security(STS)is more and more important in national security system, its levels have become a important sign of national comprehensive security. The paper studies the relevant theoretical questions of strategic management of STS, including national strategy of STS, planning and programming of STS, policy and regulation of STS, strategic enforcement and assessment of STS, it is of important meaning to work out national strategy of STS and strengthen construction of STS. |
