| 摘 要： | 从基础研究的特点及其创新思想产生的规律出发，分析了源头创新的产生和识别所需要的环境和条件，由此考察国家自然科学基金现行评估方法和评估环境中不利于遴选创新项目的因素。最后简要提出应从哪些方面入手建立保护创新的评估体系。

| Abstract: | Based on discussing the characters of basic research and the regularity of the birth of innovative ideas,it analyzes the environment and condition needed by source innovation. Then,it examines the factors that are not suitable for selecting innovative projects in evaluation of National Natural Science Fund. At last,it puts forward the ways of establishing an evaluation system for protecting innovation. |
