| 摘 要： | 随着科学技术在社会化的加速发展，科学研究涉及的空间尺度，投资强度和复杂程度的加强，使科技创新人才的群体合作上升为科学研究的关键性条件，而发挥科技创新人才的集成优势应放到战略地位加以规划和组织。它包括：重视科学学派的建设，显现人才的乘数效应，构筑世界一流科技中心，强化创新机构的名牌效应，培育创新文化，营造创新人才的“生态环境”。

| Abstract: | With the development of socialization of science and technology,the number of research personnel is exponently increasing,the science institutions are also enlarging. To strengthen study competence,which includes space dimension,investing intensity and complexity degree in the cooperation of personnel in science and technology become the critical condition for scientific research. In the course of cooperation,we should pay more attention on talent integration and strategic reorganization such as setting up science school,creating the multiplication domino effect,constructing world class S&T centers,enhancing the effect of name brand,cultivating innovation culture and constructing innovation environment for talent people. |
