| 摘 要： | 论述了我国高新技术的发展战略是以技术引进为主，技术创新为辅的技术赶超战略。在技术引进中，硬件设备引进的比例在下降，软件技术引进的比例在上升。在引进设备中，成套设备的数量在下降，关键设备的数量在上升。高新技术创新的项目数和资金数量在不断增加，对外技术的依赖性在降低。技术引进中的主要问题是技术的依赖性，引进的高成本和重复引进，指出了技术创新中存在的主要问题是创新人才少，资金投入低，缺少必要的技术孵化。

| Abstract: | The strategy of high-new technologies development in China is a technological overtaking strategy which depends mainly on technologies introduction, subordinately on technologies innovation During the process of technologies introduction, the proportions of equipments and hardwares are declining and technological softwares are increasing The suits of equipments are decreasing, and the numbers of the key equipments are increasing in equipment introduction Items and capitals for technological innovation are increasing, and the reliabilities on foreign technologies are decreasing The main problems in technological introduction are reliabilities of technologies, high technological introduction cost and repeated introduction, and there are lack of expects, sufficient investment capitals and necessary technological hatching |
