| 摘 要： | 高校科研评价制度对保障高校科研发展,发挥科研导向激励,营造良好学术环境等方面有重要作用,分析了高校科研评价中评价过度依赖数量指标,过多重视形式忽略本质,评价过程不严谨,相关制度不完善等问题,并从加强高校科研评价制度建设方面提出了加强管理创新,实行分类评价,完善评审评价方式,建立激励和监督机制等建议.

| Abstract: | This paper describes the necessity of system construction of university’s scientific evaluation to ensure the scientific development,its incentive role,a good academic environment and etc.It analyzes the problems of scientific evaluation’s excessive dependence on quantitative index,excessive attention to forms,not rigorous evaluation process,and imperfect system.Suggestions are put forward to improve management innovation,implement classified evaluation,perfect appraisal way and establish incentive evaluation and supervision mechanism and so on. |
