| 摘 要： | 终生教育强调的是推进学校以外教育的广泛进行，主要体现在成人教育即终生职业能力开发和技能训练方面。日本用立法的形式逐渐使这种教育制度固定下来。日本将职业能力开发体系置换成目标明确、分阶段、有效果的教育体系。同时，日本政府又实施了一系列的助成政策，推进这一体系的实施。

| Abstract: | Lifelong education emphasizes widening and promot in g off-campus (eternal) education that is mainly materialized in adult education (normally in reference to the aspects of developing lifelong vocational competen cy and technical training). Japan has used legislation to gradually make this ki nd of education system become more solid and stable. Japan will replace the syst em for developing lifelong vocational competency into an effective education sys tem with clear objectives and one that has different levels. At the same time, the Japanese government has also implemented a series of furtherance policies in order to propel the actualization of this system. |
