| 摘 要： | 中国特色城镇化进程表明，用人口的城乡地域分布来评价城市化水平是不科学的、不准确的。居民的生存条件、生活方式、生活质量等指标，是评价城市化的最本质的指标。我国城市化的重心应当放在强化农村建设上。全面繁荣农村经济、缩小城乡差别是加快城镇化进程的前提条件。在我国城镇化过程中，发展小城镇的战略地位是不可动摇的。

| Abstract: | The experience of Chinese urbanization suggests that it may not be the appropriate way to assess the degree of urbanization by using the geographical distribution of population between urban and rural areas as an indicator. More importantly, residents' living environment, the way of living and the quality of living are important indicators. The key to urbanization in China is to strengthen the development of rural area. A prosperous rural economy and a narrowing urban-rural gap are pre-requisites for accelerating the process of urbanization. The development of small townships should play a strategic role in urbanization in China. |
