| 摘 要： | 大力发展服务业是促进山东经济增长的一项重要任务。随着加入WTO后对具体承诺的履行，服务业将成为中国对外资开放程度最大的投资领域，加大服务业引资力度将成为山东发展服务业的一个重要机遇。这里借鉴偏离份额法将山东省服务业FDI发展水平与全国水平做出对比，找出其比较优势及劣势所在。这对于认清我省服务业FDI现状，抓住服务业国际转移机遇，提高我省服务业FDI水平继而带动服务业发展具有重要意义。

| Abstract: | The development of service industry is an important task to accelerate Shandong＇ s economy. With entering into WTO and fulfilling our commitment, the service industry is becoming the Chinese biggest investment field for FDI, so it is a favorable opportunity to develop Shandong＇ s service industry by strengthening the extent of attracting foreign investment. This article compares the FDI developing level between Shandong and country＇ s service with shift - share method, so the gap can be found. This will help us recognize the status of service FDI in Shandong and make contribution to the development of Shandong＇ s service industry. |
