| 摘 要： | 本文通过对九溪村1978年以来的乡村治理变迁进行考察。并进行文化与制度的分析。认为在我国类似于九溪村此类拥有丰厚传统文化和诸多民间组织的村落。在乡村治理方面存在不少问题，但可归结为一个核心问题：即如何处理好体制性资源和村落内生性资源的关系问题。如能正确审视这一对关系。并据此进行制度设计和实践把握，必能推动农村的基层民主制度建设。实现真正意义上的“村民自治”。构建和谐的农村社会。

| Abstract: | After investigating the changes in harnessing Jiuxi Village since 1978, the author analyses the culture and systems in the village, and then finds out that there are many villages like Jiuxi village in China having rich traditional culture and many folk organizations, but there exist some problems in harnessing these villages. The author gets to the heart of these problems, and sums up them into one key problem, that is, how to cope with the relationship between systematic resources and internal resources in the villages. The author thinks that if we can look closely at the relationship, and accordingly design the systems and pay attention to practise them, we will promote the construction of basic-level democratic systems in the rural areas, and realize the villages' true autonomy, and soon we will build the harmonious countryside. |
