| 摘 要： | "治理"已成为政治学、管理学、经济学和国际关系等学科研究的重要课题,但因分析的层次和对象的不同,治理的涵义和内容也不尽相同。从目前的研究成果看,治理被用于社会自组织、民族国家、地区组织和全球社会四个不同的层次,其涵义和内容有一致性,也有差异性。
