| 摘 要： | 建立单一市场是推动欧洲一体化的核心理念。从经济一体化向高等教育和科学研究领域一体化的延伸,诞生了欧洲高等教育区和欧洲研究区的战略构想。人员流动是"双区"建设的基础和优先议题。通过持续推进学生、教师、行政人员以及研究人员的跨国流动,激活了欧洲高等教育区和欧洲研究区的人力资源活力。欧洲一体化进程中的流动战略为推进"一带一路"建设提供了有益经验和启示。

| Abstract: | Single market is the core idea of EU integration.The EHEA and ERA was created with the idea of integration of higher education and research.Mobility is the base and priority for EHEA and ERA.The vitality of human resources in the EHEA and ERA has been activated by the mobility of students,teachers,administrators and researchers.The mobility strategy of EU provided useful experience and inspiration for the Belt and Road Initiative. |
