| 摘 要： | 高校的综合改革就是坚持以开放带改革、以改革促发展,把学校发展放在国家现代化的大背景中,通过加大综合改革力度,坚决破除制约办学的各种体制机制弊端,进一步解放思想,全面提高办学质量,奋力建设一流大学和一流学科。高校综合改革的路径选择,就是要破除办学的体制机制障碍,正确认识高校自身的位置、校情、培养目标等基本问题。要正确处理好顶层设计与基层创新、学术权力与行政权力、制度建设与民主管理之间的关系,协调推进人才培养、学科建设、人才体制等重点领域的改革。

| Abstract: | The comprehensive reform of universities is to persist in the reform with opening up, to promote development through reform, and to put the development of universities in the background of the modernization of the country. It also means to resolutely remove all kinds of system and mechanism defects that restrict the running of schools by strengthening the comprehensive reform, to further emancipate the mind, to improve the quality of school running in an all-round way, and to strive to build first-class universities and first-class disciplines. The path choice of comprehensive reform of universities is to break the systematic and institutional barriers to running a school, to correctly understand the basic problems of the university's own position, school situation, and what kind of people to train. We should correctly handle the relationship between top-level design and grass-roots innovation, academic power and administrative power, system construction and democratic management, and advance the reform in key areas such as talent training, discipline construction and personnel system. |
