| 摘 要： | 随着《国家中长期教育改革和发展规划纲要（2010-2020年）》的颁布,开放大学的筹建被提上日程,办学自主权是其中关键的一项。开放大学系统不仅面临着国家层面办学自主权的落实,也面临着省级开放大学办学自主权的突破。不管是从开放大学的高等教育属性来看,还是从法理、利益、管理层面等来看,省级开放大学都应该拥有办学自主权。只有重新构建省级办学自主权,兼顾国家开放大学和省级开放大学的利益,才能形成系统改革合力,实现共同的目标。

| Abstract: | After the release of The Outline of the Plan of National Long-term Education Reform and Development（2010-2021）,the construction of open universities has been put on agenda.Among all the related issues,the key issue is the autonomous school running.The Open University system is facing not only the problem of realizing autonomous school running at the central-level,but also the problem of breaking-through of autonomous school running in provincial-level.Should the provincial open universities have their autonomy of school running？ What is the rationality of this autonomy？ What kind of autonomy they should own？ All of these are the most important problems in construction of the open universities.Only after re-constructing the school running autonomy of the provincial open universities,and the benefits of both the central and provincial open universities being considered,a joint-force in reform may be formed and the common goal may be realized. |
