| 摘 要： | 服务型政府是一个理论界早已提出、许多地方政府早就实践着的问题。民族地区服务与管理的关系、服务与领导的关系到底是一个什么样的关系争议较大。因此，深入研究和讨论这些问题，对我们深化民族地区的政府管理体制改革，进一步转变民族地区的政府职能，有非常的现实意义。
